Cook rice as per package directions. Set aside. (Rice can be made in advance and refrigerated until using.
To make dressing, combine oil, vinegar, onions, orange peel, honey and mustard. Whisk to blend well.
Chop 2 peach halves and fold into dressing. Slice remaining peach halves and set aside.
Fold rice into dressing with half the nuts and cilantro.
Arrange remaining peach slices on top and sprinkle with the rest of the nuts and cilantro. Serve chilled.
